Japanese Embassy to Host Specified Skill Exam in Vietnam

Foreign nationals who want to work in Japan with the new status must pass a skill exam and a Japanese language proficiency test.

During his meeting with Vietnamese Prime Minister Pham Minh Chinh in Tokyo on December 16, Prime Minister Kishida Fumio confirmed the importance of Vietnam’s workforce for Japan’s socio-economic development. This includes high-quality laborers and skilled apprentices. Viet Nam News reported that both sides were pleased with the upcoming skill exam for apprentices in Vietnam.

The Public Relations Office of the Japanese Government stated that the “Specified Skilled Worker” is a new status of residence introduced in April 2019 for foreign nationals seeking employment in Japan. The Japanese government has signed a Memorandum of Cooperation (MOC) with twelve countries, primarily in Asia, to ensure the proper sending and acceptance of foreign nationals as Specified Skilled Workers, and to eliminate malicious intermediary organizations.

Foreign nationals who wish to work in Japan under the new status are required to pass a skill exam and a Japanese language proficiency test.

Vietnam recently conducted a trial exam for Specified Skilled Workers in the construction sector in March 2021, with 30 candidates participating.

This year, Vietnam has seen the highest number of guest workers ever. This includes around 85,000 laborers sent annually to Japan, and over 300,000 currently working in the country. These figures were announced at a Vietnam-Japan labor forum held in Tokyo on December 16. According to VietnamPlus, Vietnam is the largest source of workers sent to and working in Japan, among the 15 countries sending apprentices and workers to the East Asian country.

Prime Minister Pham Minh Chinh suggested focusing on recruiting and dispatching workers with skills and qualifications in certain Japanese industries of strength. This includes the semiconductor, information technology, automation, biotechnology, agricultural technology, underground water treatment, and urban environment sectors. The goal is to build a skilled workforce through practical jobs in Japan, which will contribute to the development of these industries in Vietnam.

Chinh also mentioned the need for Japan to take the lead in training international workforces, including Vietnamese laborers, to enhance effective, sustainable, and mutually beneficial labor cooperation between the two nations.
